Why did the US back down?
The initial bilateral agreement lacks clarity in some areas. What is understood is that this central “permanent solution” plank will be negotiated while the stockpiling practice is left alone. The only change will happen if and when a solution has been adopted. This will not be an easy agreement to come by, and will require lengthy and tough negotiations. The US is aware of this, and understands that the process could well buy it time to push for Indian concessions.
